General Notice
The City of Manning, SC is requesting Bids for the construction of the following Project:
Church Street Town Centre & Venue Phase I
Bids for the construction of the Project will be received at The City of Manning located at City of Manning at 29 West Boyce Street, Manning, SC 29102 until Tuesday, November 18, 2025 at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work: The work to be completed as a part of this project consists of providing all required materials, equipment, and labor necessary for the new Church Street Town Centre & Venue Phase I located in Manning, SC that includes new pervious parking, retopped existing asphalt parking, new restroom facilities, stage, pavilion, splash pad, lighted concrete walkways, fencing, irrigation and landscaping, signage, sediment and erosion control; and all related appurtenances to complete the Church Street Town Centre & Venue Phase I
Bids are requested for the following Contract: Church Street Town Centre & Venue Phase I
The Project has an expected duration of 240 days.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 a.m. – 5:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a non-refundabledeposit of $200 for each set. Make deposit checks for Bidding Documents payable to Hybrid Engineering, Inc.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent.
Pre-bid Conference
A pre-bid conference for the Project will be held on Thursday November 13, 2025 at 10:00 a.m. at City of Manning, 29 West Boyce Street, Manning, SC 29102. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
If awarded, the contract will be on a lump sum price basis with alternates. No bid may be withdrawn for 60 days after the time has been called on the date of opening. A bid bond must accompany bids in an amount not less than 5% of the base bid. A performance bond and a payment bond will be required in an amount equal to 100% of the contract price.
The Owner will award the project to the lowest responsive and responsible bidder for the lump sum price bid with alternates per City of Manning’s procurement rules and regulations. Please mark the Project Name and “Bid Enclosed” on the outside of the envelope.
